Abstract
The Method and procedure that though as for as to agreement qat'l or Zhanni a verse is thinking process. From this result it has agreement qat'l or Zhanni, in the knowledge have proposal of fikih that mention in result Ijitihat. Islam thought, the consept qat'l or Zhanni as result of human thinking in Muslim (Ijtihad) whih always experience to develop agree with dinamics of society progress. Certainty, the renewal cannot change from the Al-Qur'an and Hadis Nabi SAW. but it may be correct that is, interpretation of it. The verse would not change of time development, but that following time development is comprehention of that verses.
