This research was conducted to analyze the effect of information control on user satisfaction and community conditions in accessing library materials in the central library of IAIN Ternate. The study used a combination of quantitative and qualitative approaches with survey methods, using questionnaire, and logbook instruments. The sampling technique uses Stratified Random sampling with a sample of 100 respondents. There are five independent variables to declare Information Control: availability of collections, Timeline, Equipment, Convenience, and Self Reliance while the dependent variable is user satisfaction. From data analysis using multiple regression analysis techniques using SPSS 17 program shows that the availability of collections, Timeline, Convenience and Self Reliance have a significant effect on user satisfaction while Equipment has no significant effect on user satisfaction. As for the condition of the community, unable to optimally access library materials in the library due to lack of promotion and educative information about the use of information technology (e-library) and the speed of accessing the internet is still slow.
